In addition to technical and organizational considerations, libraries need to attend to policy issues that may come into play with the use of cloud computing. As libraries engage in cloud-based services that involve changes to the way that information might be accessed or shared, careful review should be given to how it complies with institutional privacy policies or applicable governmental regulations. A technical review should confirm whether the cloud service provides adequate network security to protect any sensitive information. Libraries should require that any cloud services meet or exceed the network security delivered on local systems. For libraries involved with student or health information, FERPA and HIPAA regulations may apply to some types of information that they manage. Regardless whether the infrastructure is local or cloud based, libraries dealing with data subject to these regulations will need to audit the procedures, software, and infrastructure involved to ensure compliance.

Some libraries may have jurisdictional concerns. Some countries, for example, may have laws that require that publicly owned or managed data reside within the country. Such restrictions will limit use of public cloud infrastructure if options are not available to abide by such geographic restrictions.
